leads scheduler created, now need help with it

I have a joomla website with godaddy hosting.

I had something set up about a year ago that when a new user was registering on my website it would take the email address, the zip code and service radius fields information from the registration and apply it to an email scheduler database that would then send an email to that person every week for 20 weeks (see attachment).

For some reason we are getting errors and we need help cleaning up the code perhaps or telling us why people are not getting continued emails, the clients may get the first scheduled email but after that the cron scheduler in godaddy or something is keeping them from receiving the following 19 weeks of emails.

As u will also see in the attachment "dblook2" and "dblook3" I can add new users manually or delete a current user and then add him again starting him from the week he needs to receive. No matter what when we add people manually or re-add a user it needs to continue the remaining email schedule every week for that person till all the 20 emails have been sent to them.
