deploy JavaPOS in a Windows envionment across multiple different OS versions

Deploying a JavaPOS application from Tomcat 6.39 with a jpos.xml of two devices works in WinXP and Win2003 but NOT in Win7Pro. Java 7.025 and FF29/40. Even went to manually load the file and use regPopulator and if failed with the diag below. Need duplicated environment working in WinXP, Win2003, Win7Pro and Win8.1 deployed from Tomcat 6.39, with two devices that load the jpos.xml in the JRE and are accessible from a jsp.
