Convert PSD file to Vector PDF

I have a supplement label that I had made in Photoshop.
Currently have the PSD file however my label manufacturer needs it in a Vector PDF format.
I need to have my supplement label converted from PSD to Vector PDF if possible.
If not I need the whole label recreated in that format from scratch with ZERO changes to the label itself unless approved by me first.
This has to be done within 24-48hrs.
If you cannot complete any of these requirements, please do not bid on the project
