Hope CDA is a not-for-profit agency. We built multiple homes in Biloxi MS after Hurricane Katrina. One of the homes 224 Strangi Ave. was built in 09 per the building codes. This house was elevated 10ft above the ground with close cell foam underneath and insulated walls and ceilings. At some point a tenant had a water line on their washing machine to break. The tenant reported that the water went over the portions of the house, but they had gotten it up. Several months later the tenant moved out and we realized that the floor in the hallway was sinking. Upon further inspection was removed portions of the vinyl plank floor and discovered that the OSB floor was completed saturated and that the water damage was more extensive than originally suspected. We filed a claim with our insurance carrier. The carrier sent an adjuster out to see the property. Upon realizing that the walls were built on top of the floor, the adjuster said that an engineer would need to assess the best way to make the repairs. This person attempts to put forth the theory that the damages in the house was not caused by the water leak but by moisture coming from beneath the house. He believed that the foam underneath the home an open cell. It was allowing water to wick up from the ground 10 ft below and penetrate the 3/4" T&G OSB flooring. (see attached report). We indicated that we disagreed with these findings. We hired several foam specialists who provide statements that the foam beneath the home was in fact not open cell but close cell. Since the "engineer" had based his opinion upon the fact that open cell foam allow the moisture penetration we felt that water coming from beneath the home was not possible. After reviewing the information provided by the foam expert this person acknowledged that he may have errored in his assessment of the foam and that the moisture may not be coming from underneath. However, he now insists that the floor damage has been caused by moisture from condensation inside of the home (see his revised opinion). I did mention that the house is fairly new with a completely insulated envelope. The are no signs of moisture running down the walls. We indicated that this is highly improbable. Although the desk adjuster has similar question, we have been informed that we will need to retain our own engineer to refute their engineer findings. Therefore, we are soliciting the services of an engineer to review this matter. Please contact Bill Stallworth
