Build me an excel template that will randomly assign Groups to Camps

I have 30 Groups who vary is size from 2 people to 120 people per group. My job is to assign the groups to three camps per year (Fall, Winter, Spring). Each camp has a minimum and maximum number of people who can attend. I would like an excel template that I could use to randomly assign the groups to the camps. I would also like the ability to force a specific group to attend a specific camp. I would ideally also like to ensure that no group attends a repeat camp (I.E. If the same camp location exists Spring/Fall)
