set up my wowza media server so when a stream goes offline on live instance a video cuts in

i need to set up my wowza media server so when a stream goes offline on live instance a video cuts in this needs to be across all streams on the live instance but i cannot for the love of me get it to work from the wowza help sections im using wowza media server 4 licensed and can allow team view access to my pc to get this set up i need this across all live instances as we add more everyday so if it covers anything on /live it will cover all streams
