c# Webservice for County and Country

We need a way to obtain the County and Country from using the City and State. This webservice can use something like geo location from google or some other webservice. The service should check availability and should be fast and it if doesn;t find the country and couinty should time out faily fast and return no results. This method should never take more than a three seconds to execute. The requirements are to return the county and country a specific using the city,state or zip code. It should time out after three seconds if nothing is found and it can return empty values if it doesn;t find anything.
