Online T-Shirt Company

I need an experience web-designer (that knows photoshop really well) to assist me in the creation of an online T-Shirt design company. I want users to be able to create their own t-shirt (using a visual template) by uploading their own designs, choosing one of my designs, or simply typing text. Similiar to [url removed, login to view] BUT I would like for my site to look similar to www.vondutch.com.

NO .NET!! THIS SITE IS TO BE DEVELOPED IN (TRADITIONAL) ASP, HTML, and FLASH (just on main page). If a developer does not know asp but knows how to create the online template for t-shirt creation (in html) that is fine also.
