Coding our homepage as a theme for Wordpress

We would like to move our homepage to a Wordpress site.
Currently, we administer our hp in Adobe Dreamweaver, which means that we have to upload new html-files every time we have news to our homepage.
We would like someone to code a theme for Wordpress which can handle the 3 different kind of pages we have (see attached files). Each page is either 1, 2 or 3 columns. The theme should look like the current homepage. Text styles etc. should be included in the theme.
Our RGB-codes are:
RED: 238,43,123
Blue: 0,174,239
Grey: 65,65,65
The job includes moving all current structure, text and pictures to the new wordpress site.
The job should be finished by the end of October.
