Build a Website that uploads and plays audio files

I want to have a web site that does the following:
When the client opens the page, a play-list loop of audio messages is played.
There is a button named "add your message" that takes the client to another page that allows them to upload a new audio file to the page.
When the client uploads the audio, it is added to the loop playlist.
The website code limits the size of the audio file to be less than 1 minute long.
I am not sure what is the best way to upload the file.
The easiest way would be have a phone number that the client can call and record a message. Maybe using Skype or some kind of on-line answering machine.
If that is too difficult maybe the client can record an mp3 on their computer and upload it.
The website manages the play-list to play the loop of files up to 1 hour.
As new files are uploaded, the oldest files are deleted.
