Completely Clone a Website

We need someone to COMPLETELY copy a website. That includes all the html files, images, javascript files, css files, etc. all in their correct folders according to how they are laid out on the copied website. All the links must also be changed to our domain name too. Simply put, we just need the site completely cloned. The site is a public domain, so using the information is allowed, and they have granted use of the information.
