Develop Chrome Extension For Switching Between Proxies

A toolbar that first allows a user to login, then returns a list of active proxies in their account (information returned = proxy ip: port - user:pass for proxy). User should select proxy and then be able to browse from that IP. Must have easy switching between ips interface.
Icon should appear at top left of browser to allow switching between proxies and login (like [login to view URL]) icon should change colour to indicate status.
Login auth request sent to my server, active proxies returned. Would be nice if this is in html so I can easily edit this part.
IMPORTANT: Must have failsafe met hods, if proxy IP unavailable or unresponsive send bug report to admin and MAKE SURE users real IP is not exposed to websites while browsing.

However instead of loading the proxies manually, it checks the user's account for available proxies.
Please explain how you will be doing this,along with providing estimated development time.
