Assist with Project Management

I am researching the Canadian medical marijuana industry in the hopes of applying to become a licensed producer under Health Canada's Marijuana for Medical Purposes Regulations (MMPR). I am looking for somebody to tell me if, by law, it would be possible to become a licensed producer under the MMPR without actually producing the cannabis yourself? Could a company simply wholesale from another supplier, and store the cannabis in a warehouse with appropriate security measures? Essentially, could you be a licensed middle man between the patient and the grower?
