Create a set of MYSQL database tables as specified. Create a set of forms to create, store, and update information from each table of the database. Simple HTML forms are fine for input -- nothing fancy, this will be a back-end.
ENCODING must be Unicode to handle Chinese (both Simplified and Traditional characters, plus Pinyin with characters like é, Ā, ò, ǚ, etc.
Table structure and forms required will be messaged to bidders whose replies are actually responsive. No responses to form letters and "we can do this work" responses.
