Distribution Web Application

We are seeking someone who can build a Resume Distribution Web Application. Should operate with database of customers who register to receive emails in their inbox with "word attached resume"

Jobseeker should complete signup form and attach resume to be distributed. Example websites are [url removed, login to view], [url removed, login to view], [url removed, login to view], [url removed, login to view], etc.
