A Picture Created (Not wed to anyone style, e.g. paint, oil, spay paint)

I am looking to have someone make me a picture that is about 2 feet by 2 feet in size. I am open to the medium you think would look best for this, such as paint, oils, spray paint, or something else.

The idea of the picture is to have the following.

There will be two characters in the picture. One is Oscar the Grouch. The second is a dog (I can provide a picture of the latter, but it will sort of look like Snoopy).

On top of Oscar's trash can (or maybe on the side, whatever you think looks/works best) would be the dog.

Then, these two characters are set in the middle of a garbage dump. If you have seen the movie, I am envisioning something like in the opening scenes of Wall-E. Like the following: [url removed, login to view]

That is, generally, what I have in mind.
