Build a rig for a simple cartoon charachter in Maya

I need a rig for a simple Cartoonish character. The characher is 'human', but has no arms and legs — only large feet and hands. (See attached image.)
I want him to be able to move like the game-charachter 'Rayman' - and if possible with some 'cartoonish' elastique, so i can stretch him a bit out of proportions when doing the big movements, like for instance hammering a flag into the ground.
