Sell something for me

I am looking to hire a freelancer who can generate leads for me, and compose emails (based on templates) to these leads. I am looking to build a long term relationship, so if a candidate is successful in finding high quality leads which convert, an ongoing contract will be opened. The services being sold are in the IT space, and therefore candidates should have some familiarity with this industry.
