Create a mobile app for android and ios

Hello,
I want someone to create me a mobile application both for IOs and Android that will do the following:
1) When the application starts the user will have to enter all data from his motors(cars, bikes, boats). So, you should create select/input fields to ask the user to select what type of motor he wants to add. So if I pick Toyota yaris, the app should bring 3-4 pieces of information of this model(I will explain better).
2) have a search input field to search from a database of businesses. The database will be given to you will data.
3) based on the actual position of the user-mobile phone, locate the position, search the database and find nearest businesses. So, the user might be in west side London and the app should show him(pins on map) business nearest to him. I will define which businesses to show
4) based on the location of the user to show groupon coupons of the businesses that i will define.
5) A todo list. Simple textarea nothing fancy
6) User preferences
The administrator of the application should have an admin panel where he could manage all the above information.
