Wordpress Header Template change

I need this code:

to be centered and inserted under the red navigation bar on all pages on the site tylerites . com - on the home page i need the scrolling pics to be removed

i am having a hard time changing the template due to my cache is not letting me see the changes it keeps showing the old version
