Setting-up a small Back-office for a website

We have set an event website, and we need an Admin Back-office for it. We have the ready coded template for this Admin Panel, we only need it to be customized as follow.

The Admin Panel will handle 3 simple things :

1- Validating Registrations : On the website side, there is a ready "REGISTER TO THE EVENT" web page with a FORM.

From the Admin Panel, Administrators can see and then, VALIDATE or REJECT the registrations. In both cases, and Email will be sent to the User to inform him about the state of his submission.

2- Giving Access to a specific Page on the website :

There is a web page that we need to protect by a User and Pass. For this, we have set an other Registration Page with a Form, Users can apply to the form, and same as previous, Administrators can VALIDATE or REJECT the application, and also an Email will be sent to the Users.

Of course Admin Panel Page should be protected by User / Pass. and Administrator need to be informed by Email each time an Action is performed on the site, so he can act on it.

- There is a ready Contact Page, that needs to be set, so Administrator can receive Contact Emails.

This is a quite simple project, as all the pages are already coded, and the Admin Side has its Coded template too. So we need a reasonable quote.
