Notice or popup asking users browsing mobile skin to download application

Hi
We finished our mobile skin for our "News website" in arabic.
we have both applications : Android and iOS available ( aplication for news website in arabic) .
Our idea is to increase the installations of our both applications : android and iOS .
So for users accesing our website from Mobiles , they should recieve a Notice or popup which tell theme that we have android/iOS application availalable and aski theme to download it .
- the notice/pupop can be dimissed and should appear one time per session .
- Notice should detect the OS of the mobile and show theme depedning his phone android or Iphone notice to download the adecuat app
- Notice include url of the app in Google play or Appstore
Note : it is preferable if it can detect if the users has installed or not the app , so it will show only to users who didnt installed the app .
