Image capture and save triggered by MS/SQL app

I have a security project where I want to capture an image from the same position. Over time I want to compare images to make sure nothing has been touched.
Project has 2 components
Image capture triggered by a call from MS/SQL application. The file name will be notified and the image is stored on a local disk drive.
Stored images will be sent to a cloud storage location. Images with the same location name will be compared. Any change in the image over time will need to trigger an alert.
