Looking to develop a app for iPhone and Android that will be used as a pdf library for our customers, where they can view pdf files that we preselect to be put in the app, and for them to forward those pdf's by email and text message through their phones and tablets. We are in the preliminary stages now, trying to determine if we outsource through a website like this versus hire a local programmer. We would want to include 6-8 pdf files, each with their own page on the app that would include a picture and a brief description, as well as a home page. We would also need to capability to occasionally update the pdf files, where the user would update the app, and we would also like to be able to send push notifications to the users. I expect this project would start in 2-3 months.
