Need reliable Copyright info about usage of sounds names

I want to develop an application which is using sounds, illustration and names of a famous artist.

Therefore I need the following information in a short and for me as a non lawyer understandable form:

- What is allowed?

- What is forbidden?

- What are the restrictions?

- Do I have to pay for the usage to whom?
