clean w3c conform html for complex page (social network)

We are relaunching a complex social network and are currently designing the new look. Upon winning this project you will be sent one .psd with ONE SINGLE PAGE of the entire site. So NOT the whole site with all it's views.
The site in the end will be pretty complex, so a very clean and straigh-forward HTML without any shortcuts or dirty hacks is a MUST in order for us to work with your HTML later. PLEASE only bid on this project if you can comply to the following points:
- W3C conform in regard to CSS and HTML5
- No deprecated HTML-Tags
- Exhaust HTML5-Tags to describe Content (H1, NAV, THEAD etc.)
- DIV, SPAN, float, z-index etc. always instead of tables
- :checked, :hover etc. instead of JavaScript
- name classes with descriptive and self explaining names
- valid CSS3 (no duplicated IDs etc.)
- Accessibility, adherence of different devices and viewports (see W3C Web Content Accessibility)
- additional style für @media print
- round edges, color gradients, shadows with border-radius, gradient and box-shadow
Attached is a preview of this page. Upon winning the project, you will be sent the full PSD that was created by a professional and experienced graphics guy, so it is very orderly, clean and has well named layers and groups for all elements, boxes etc.
