Online marketing for a green card attorney

A client of mine wants to do online marketing to get more clients for himself, he is an attorney offering green card application, renewal and challenge services (challenging rulings when a green card is rejected/revoked)
Highly experienced but also very cheap, about half usual attorney fees, he wants to leverage internet marketing to get a stronger ROI.
Site is WordPress, I can handle the following;
Keyword Research
SEO
Aweber setup
Ranking reports
What I need help with are;
Solo ads - finding the right places to list them and the right prices to buy them, would be seeking lists for people who want to live in / work in / move to the USA, or specific cities/states in the USA
Email marketing / advertising on the right sites to bring in the right leads
Other ideas you may have.
This is a subcontract job, will likely lead to more jobs if this size/scale.
