Convert vBulletin site from 3.x to 4.x

We run a not-for-profit car club that raises money for charity.

This site has been around for over 11 years and it now time to upgrade it.

The site currently runs on vBulletin 3.8.7

We would like the site converted to run on the latest 4.x build of vBulletin.

We want the look/feel/functionality to remain the same so that members are not thrown off by the change.

We can introduce change gradually as time goes on and include new 4.x features this way.

I need someone that can do this from start to finish, dealing with the existing style template, colours, database, existing plug-ins migrated to the new 4.x versions.

I need someone who will do some pre-work and plan the migration letting me know ahead of time as to what will remain and what will be different etc.

I also need this person to be able to work with our hosting company to make sure the server elements are all correct and setup properly.

This is an important site to us and we can't loose anything.
