Create Site in Joomla from psd files

Project Description:
We're searching for someone that already has the knowledge on the following features:
-Converting PSD to joomla
-HTML 5.0
-css, print ready
-Multilanguage
-User administration module
-SEO capabilities
The PSD designs consist of very simple layouts for:7 quite similar pages (different content) with articles (containing text, images, galeries and videos) that will be added to them plus a newsletter sign up page plus a text search and its results
Required Functionality:
- Fixed top and right menus
- Image gallery scrolling
- Pop-out image gallery with image scrolling and captions as above.
- Video will show screenshot until played. When played, the screen will black out and the video will play in the same screen
- Comment Spam protection system, where I can create my own questions and answers to block spam comments.
- Social network sharing
- Email subscription system, where users can be informed of new updates from the site.
- Search results
- Search box dropdown, similar to the search box at the top-right of this page [login to view URL]
Developers who can develop the site in PHP5 and CSS3 will receive preference.
We will help to show, decide and follow up the project so you have clearly understood the target and the ideas around for a better implementation. we firmly believe in communication, visibility and honesty in our jobs and search for and find partners that work in the same path. I should be sent by the end of each working day a report stating what has been done that day, issues encountered, tasks to be taken the next day and if there's any change in scheduler (and how much)
As the website template is created i'll hire another programmer to migrate data from the old site, so this is only a template building task
