Create new Joomla backend to upgrade existing website

We have an existing website which was built in using a YooTheme template on Joomla 1.1 in 2007, and subsequently upgraded to Joomla 1.5 - it's now running on version 1.5.25.
The existing template is a heavily modified YooTheme one which uses the YooTheme WidgetKit.
The site was rebranded about a year ago, and so it now has a lot of "remnants" of the old site, and it's also running on an outdated Joomla back-end so it doesn't cope well with multiple platforms.
We would like two separate quotes:
1) To mimic the existing website template design, but built on a current Joomla 3 back-end. The mimic should include the YooTheme Widgetkit and could be built based on a "blank" YooTheme template if that makes it easier (we'll be advised by you on this!). The mimic will include some minor enhancements and will need to cope better with viewing on iPads etc, but will be essentially the same in terms of "look and feel" as the existing site.
2) To port the contents of the existing site over into the new framework - I don't know if this can be done by manipulating themySQL dtabase or if it has to be done through the Joomla interface - again, we will be advised by you on the best approach.
