Create a Drupal Template

We need someone to create a Drupal 7 theme from a PSD and HTML. There are two layouts, one for the homepage and one for the internal pages. The theme should be a sub theme of the Zen theme. We chose Zen for ease of making the theme responsive. Please review the attached design.
- We already have the HTML for the internal page but it needs to be turned into a Drupal theme. We had someone do a PSD to HTML conversion.
- The homepage includes two sliders. One is an image with a caption. The other is a small block of text.
- The headers and footers are the same for both the home and internal pages.
- Do not bid if you have never created a Zen sub theme.
In your bid please indicate if you have experience using SCSS. We prefer SCSS/CSS.
We are looking for someone who can work quickly. We have 3 more similar Drupal theme projects.
