Create Bot to support Website Order process

We want to do special orders on a specific website. The bot should automatically check the website if the item appears and once its there, it should put it in the cart. The rest like login, checkout... can be done manually by us.
There are many people on the website, waiting for the same item to show up, maybe also bots, so it is crucial that our bot is very fast and does relaods very fast.
Our advantage is that we know when the item will appear and we can narrow the time down to approx 30 seconds. So in this 30 seconds the browser/bot should do really fast reloads until the item appears and put it in the basket.
You need to be available from EST 8:00am
In your bid, please explain what your approach would be. Bids without approach will be ignored.
Once we successfully use this tool, we will continue to work on it, so project can be extended.
Also this project is urgent, we need to start asap and you should be able to provide an early functioning version within one day.
