Develop a custom (Instagram/snapchat) type camera in Android

I require an experienced and expert Android developer who can develop a custom camera (with filters) like the Instagram/Zomato camera. The images clicked will be used in a photo sharing app so the custom camera must ensure that the images are small in size without compromising on quality. Also, from the custom camera I need to be able to access a custom gallery listing all images in the gallery of the user's phone. Finally, I need it to look like Instagram in the sense that the 3rd tab must launch the custom camera. I also expect testing to be performed.
