Create 1st iPhone version of iPhone App, later for Droid as well

We want to develop an iPhone application that uses the recording and transmitting features of mobile devices. It is used to record events of cyberbullying and in-erpson-bullying using 5 screens.

The screens comprise three features.

1. A blocklist for unwanted text/ email

2. A recording device to record in person bullying

3. A reporting system

4. Preferences for all the above

The project includes detailed instructions complete with logos, text, powerpoint mockup, and word document outlining all requirements for each page, and each element of the page.

I am looking to expedite this work, so include your time frame in each bid please. The faster you go while maintaining quality, the higher I can pay.

Additionally, I am looking for someone long term to take over managing other projects if this works out. Project has the ability to pay off big for a good worker in the long term over the course of numerous updates, reconceptualizations, etc.
