Android Webview application

I need an Android Webview App. . . the idea is actually quite simple.
When the app is opened, it must first check if there’s in internet connection.
If there is, just open a certain site in web view.
if not, open a local html page while it keeps trying to connect.
At this point we could probably ask the user to enable wifi or close the app until an internet connection exists (you tell me what would be better/easier to implement or better practice).
So, if there’s an internet connection, open webview with the following attributes:
- It must open in fullscreen view and in landscape mode.
- Hide top and bottom nav bars completely (like when you play PVZ).
Please leave app ready for Play Store and deliver Android Studio files.
That’s it!
Should be easy enough for a truly experienced developer, any takers?
