Build a iOS and Android app

We want to develop an APP to promote tourism and provide tourist with a basic guide on an island. The APP has to be "native" and should be used (once downloaded) without any internet connection. I'm working with really small businesses there, trying to help develop the local economy. Think about the app as a guide which will help tourist find restaurants, bars, attractions, transportation, discounts and a map. At this point, we really need a basic product to launch it and then, with customer feedback, improve it. There's one feature that may be a little complex perhaps, that is, adding the Trip Advisor API to the app. At this point, we need a ROM estimate. I'm attaching a muck ups that I made. The ideal candidate needs experience in developing an for tourism or similar. If you know SCRUM, that will be a plus.
