Develop a photo-based mobile app

Looking for mobile app development for a photo-based, socially interactive concept. Development must be in native languages, and run as a native app, not a web-based mobile app. Application must be built to meet app store guidelines for acceptance for both Google Play and Apple.
Basic features include: login/login with facebook, photo taking/sharing, facebook interaction, commenting, "favoriting/liking, etc.
My team can provide appropriate and necessary graphic items. I'm looking for an individual that can handle the native app language development.
