Code an Excel Template for VLookups etc

I need someone to make an excel document work nicely for my needs.
Its a pretty easy project (I think) if you know your way around excel and formulas etc.
I have created a template and entered some example data so that the template can be tested. I would like someone to code the template through the use of dropdown menus, searchable lists, autofills and other such commands, so that filling in the template is easy and painless once the data is all entered in the "backend"
