Hello, Your requirements look like user stories :-) that's cool and clear. I propose that you will need basic Rails app built with Twitter Bootstrap for clean and elegant user interface, some gems such as devise, omniauth, carrierwave ... to manage the sign in via social networks process and uploading pictures. You may also want another gem to push pictures to amazon s3 if necessary. One question please, which information you want in user's portfolio?
