Small Site Design for free site and forum integration

Hello there.

I have a site (free to all) I need help with designing.

Simple.

I need a simple site maybe css? and template. (new template- not one that is readily available on net for free)

logo is already completed - Just need site colours to match

I can insert pages and text so mainly your job would be only this:

CSS design or similar with template.

Integrate the VBulletin forum I bought onto site.

Possible some way to back up the forums every day or some time? (incase of hackers)

Latest few posts from forums to show on homepage?

Members that register for forums can log onto chat room.

Chat room of some sort (simple)

Features above can be negotiated.

I guess there would be some sort of scripting for the latest forum messsages to display on homepage and also simple chatroom.

It is a free to all site so I am making it to help people. I wont be making a profit so I am looking for some help fairly cheap please.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
