Hello! I would like to help you with this task. I suggest you to use OpenVPN, it's strong, flexible and good VPN protocol. If you have only 1 windows server - I can configure OpenVPN server directly on it. But if you have 2 or more windows servers - maybe better to install it on router or special VM (pfSense). Let me know please your server (servers) configuration. About my experience: I have big experience with network administration (VLAN, SNAT, DNAT, iptables, iproute2, multiWAN, tcpdump...), managed switches, routers... Big experience with virtualization systems: VMWare ESXi, vCenter, MS Hyper-V, Proxmox VE. Backups and replications for virtualization - Veeam B&R. A lot of experience with OpenVPN servers/clients. TUN\TAP networks, complex routing for separate clients. Serial connection 2,3 servers for more security. OpenVPN over IPv6 and other... Extensive experience with pfSense routers. I use it in every office in my main job, in my own office, as router on rented servers. What I did with pfSenses: DHCP, DNS, DyDNS, SNAT, DNAT, 1:1 NAT, Destination\Source routing, Carp (2 hardware pfSenses in failover mode), MultiWAN, gateway groups (failover and load balancing), VLANs, a lot of experience with OpenVPN servers\clients on pfSense. I am glad I came across your project. I have worked on many projects like this in the past. In my experience a cleaner solution would be to utilize a firewall example Sonicwall TZ class for remote access. This is possibly cheaper and more secure. I am experienced in either solution I would require domain admin access to server. For group policy development it would be helpful to have access to a workstation on the domain as well for testing. Your requirements can be achieved in many ways but the best solution can be devised based on exact requirements. For example, if it is just windows server remote access requirement, it can be achieved by implementing RD gateway. If you want to provide internal network access you can configure VPN server or Direct access server. Hello! I recommend using a pfsense in the cloud, using aws (Amazon) you pay as 10USD per month and you can connect to 4096 users per vpn, you can also do point-to-point vpn with other pfsense.

Hello, I have configured and setup direct access previously on windows server 2008 R2 since a long time ago, Now am working on configuring and managing windows server 2016 using GUI and cmdlets to implement solutions related to active directory management. If installation and configuration required will be on ws2016, then according to guidelines, it should be easier to configure than in ws2008 R2. All the associated services like CA and GPO can be managed from the direct access server itself since it will hold the IIS that will host the CA and after installation, it will have a default group policies for DA that can be modified according to your needs.
