2 way SMS webapp and payment integration

Hi Guys, We are looking for a someone to develop for us a small responsive SMS platform for motorbike riders to be able to register as members of our orgarnization via SMS. They should also be able to make savings into the system via the Kenyan mobile money platform Mpesa. They should be able to check their savings balance via SMS keyword or idenitiy card number. We need a system website from which the customers can view the products on the front end. . No functionalities just conveying information. All queries to the system shall be done via SMS. System Functionalities Basically what we want to do is provide two services to motorbike riders. 1) Bodahealth- Motorbike accident cover premiums paid after 7 days from registration day 2) Bodaloan- Motorbike loan after saving with us for 3 months System Functionalities -The riders should register by sending the SMS keyword "BH" or "BL" to a shortcode depending on the service they want to register for. -Upon sending they recieve an automated reply asking them to complete the registration by sending kshs.100 to complete their [login to view URL] payment shall be done via Mpesa payment gateway. -Upon payment the system should automatically pickup the payment confirmation through the Mpesa API and send the customer a personalised registeration confirmation SMS with the customer name from our system thanking them for completing their registration. The customer name shall be picked up from the Mpesa API upon payment. -At intervals of every 7 days from the date of registeration, the rider shall receive reminders to make their weekly contribution for each service. Incase of default of payment on the 7th day, the rider shall recieve daily reminders. -In the backed we should be able to set the reminder intervals, edit sms content & view registered riders tab, Defaulters tab. Just something simple for backend management. We just need such a basic system. Kindly quote with a fixed amount and include [login to view URL] need the system urgently.
