Remote exe dropper

Need to develop a standalone executable which makes a remote connection to a server from the client where the exe will executed. The connection will be on https and the exe will create a folder on the server on the name of the host name of client. It will create a text file which will capture ip adress and login time of the user. In the folder on the server, if we place any executable , it will automatically get executed on the client and give confirmatiom on the server by creating execution logs. This should be coded in c .
