In other words, this file is an executable, but you would need it to be a windows service. You would also like a web-hosted page to configure it. That can be arranged. How long does it normally take for it to run? How often will you need for it to run on any given day or is it configurable in the config file(s)? The web functionality can be provided by hosting a simple web application through IEX. This will involve work in either ASP or ASP.NET.
