Online video platform

I'm looking to create an online video platform with 2 basic intentions:

1. Peer-to-peer video chat. This is a solved problem with Node.js & WebRTC ([url removed, login to view]). All the developer needs to do is create a page (HTML5?) with the libraries. Later, we need to expand it many-to-many channels.

2. Functionality for creating video content online, where users can:

a. record a video using their camera & mic

b. edit the video - simple cut/copy/paste using timeline (e.g., cut from 00:15 to 00:18)

c. use other media to insert in the video - slides from PowerPoint, images, other video files, etc.

d. record audio only

e. use the recorded audio (d) within the video file as voice-over

f. save the video file with a distinct URL (e.g., something like YouTube)

As per my knowledge, all the above functionality can be done using WebRTC quickly and using this will not make the application browser independent. WebRTC works best with Chrome, but they claim to work with Firefox as well - though I've negative experience. Therefore, I'm open to the choice of technology, but prefer to remain with Open Source.

No web page design is required. I just want the basic video functionality that is mentioned above to work on blank pages. But these modules should be portable to any website or any CMS (Wordpress or Drupal).

Lastly, I would prefer to go with project pricing and not per hour basis.
