Building a soap service for consumer and producer

I need to build a simple soap service in Java which will accept a xml and return back an xml in response. This service will call a another service to get the data which will be running on another port and acting as a producer. Both service should be able to run on a ibm web server. I need this on urgent basis and I need a very basic setup and a record insert in oracle db.

Have just build a project similar to this but it is more complex (soap to json). I could do this in a day provided the test scenarios.
