Develop an API and small program to print labels

I own a small home based business and may be interested in your services. I have a small project that I am interested in getting a quote for. I would like to automate label printing for my business.
I have a shopping cart (volusion) which I would need an API written to just pull the order data and put it into a local database (access)
We use a program called bartender from seagull scientific to handle and print labels. It has a .net sdk. What I would need is a small program that takes the information from the order database and prints the labels. (Label database is built, it is referenced by the product numbers found on the invoice)
Every product ordered will either have a small label, big label, or no label so I believe I would need a reference database as well.
The program would take the order number as input and I would need to chose to print the small labels or the big labes (as I manually change the media for each)
