OCR from pictures, scans and PDF

We have already made a similar project where we were required to read values from pathology pdf reports. References can be provided for the same. We will use Open CV for initial image processing - document skew correction followed by image thresholding with watershed or otsu's algorithm. After this Google vision api will be used to obtain bounding box coordinates for each character/word. These would be then be structured in lines and then into tables. Information can then be easily retrieved from these tables. I have worked previously with Python OCR to recognise text from Identity cards of several African countries. Utility bills as far as photographed properly should be fairly easy. If not photographed properly, should require some OpenCV image editing before being read-ready through Python-OCR.
