Django website with YouTube video feed and view of community captions

I need a Django website where: - In the admin panel you can define a list of YouTube channels for the server to subscribe to / keep track of. - There is a feed of recently posted videos by the subscribed channels. This should make use of the YouTube Data API's push notifications (see [login to view URL]) so that the server doesn't need to keep querying YouTube to check for new videos. - Each subscribed channel has a page on the website which lists all videos posted on the channel, as well as what caption languages are available for said videos (caption availability can be checked by querying the YouTube Data API). The server should have logic for checking for newly added captions in such a way that it doesn't quickly exhaust the daily usage quota of the YouTube Data API (to be discussed). - The code should be relatively easy to build upon and maintain. Deploying onto an actual server isn't necessary for this project -- having the website work locally using personal credentials is enough. Design is also not a major concern as long as the website is easy to use. For future maintenance and development reasons, there is a high preference in having the website done using Django (and possibly with Wagtail as the CMS), though this can be discussed.
