Digital Paintings Developer and Coder

We are designing a video player system that can display original video artwork on any video screen, from anywhere in the world. It is compact; it can be mounted behind any video monitor or on top of any video projector. It is remote-controllable; it can be accessed via the internet, and configured in real time. We need programmers (specifically people who work in Python) to help develop our product. This is a small but well paid project (hourly). I am looking for a programmer who is knowledgeable in both the coding aspect, as well as audio/video engineering. This project involves sending and playing 4k video files on a raspberry pi, so an average knowledge about video files is not enough. I also want to create a web GUI to display to the user, so ability to design a basic web interface that would be customer facing would be good I don't yet know the full extent of coding needed. There may be several rounds of it, after review and testing on our after each round. The overall budget would apply to the entire process, not just the first round. However, what we are asking for initially shouldn't take many hours of work.
